The original government programme called Technology Mission on Oilseeds
(TMO), was created in 1980 under the Department of Agriculture Research
and Education (DARE). Its mission was to increase the production of
oilseeds, reduce the import of oilseeds and achieve self-sufficiency
in edible oils. TMO was transferred from DARE to the Department of
Agriculture and Cooperation (DAC) in March, 1990. Keeping in view
the success on oilseeds production, pulses were brought under this
Technology Mission in 1990. Later oil palm and maize were also brought
under the Technology Mission in 1992-93 and 1995-96 respectively,
and an integrated scheme called ISOPOM was launched.

TMOPs production achievements for pulses
According to GoI statistics, the concerted efforts of the Technology
Mission on pulses resulted in pulses production in the country increasing
from 12.86 million tonnes in 1989-90 to 14.91 million tonnes in
1998-99. Similarly, the area under pulses increased from 23.41 million
ha in 1989-90 to 23.5 million ha in 1998-99. There was marginal
decline in the production of pulses during the period of 1999-2000
to 2002-03 due to drought conditions in the major pulses producing
states. This downward trend in pulses production was reversed in
the year 2003-04 by achieving a production of 15.23 million tonnes
against the target of 15.00 million tonnes, thanks to favourable
weather conditions and government-led development programmes and
policies.
